William B. Hungerford, Jr. (Bart)
President and Managing Director

In his role as President of NobleOutReach, Bart Hungerford is responsible for the overall business, financial, and operational aspects of the firm. His direct involvement has resulted in the successful development and negotiation of the 30-year exclusive contract with the City of New Orleans (NOLA), and the US Government Approval and Re-Designation of the NOLA Regional Center. As Managing Director of the series of NobleFunds, Bart chairs the Funds' Fund Advisory Boards (FAB) and is responsible for the qualification, selection, and allocation of equity investment across portfolio companies that are focused on the many industries requiring massive re-building and re-invigoration within the City of New Orleans (i.e., Orleans Parish). He is responsible for fund formation, legal compliance and disclosure, and has been an active manager since the company's inception.

For over 20 years, Bart has started companies and seen those companies continue to thrive. Additionally, he has served on several non-profit boards. He has been in a broad range of key international management and profit and loss (P&L) responsibilities; his cross-functional, business development, and key management expertise are combined with general management, financial responsibility, operational effectiveness, program/project management, and ultimately, organizational success.

Prior to co-founding of NobleOutReach and NobleFunds, Bart held several key operations and senior management positions with American Management Services (AMS), Biosynexus, Noblestar, and Compass Computer Services. Additionally, he manages a real estate portfolio and real estate management services company. Bart brought or created best practices and a program/project focus to the financial and operational aspects of each assignment. He brings the ability to operate large programs with both public and private sector, using an entrepreneurial, "best-of-breed" focus, and "hands-on" attention to detail. His responsibilities have encompassed strategic sales, market planning and implementation, business development, product and program development, and training, recruitment, and development. He has traveled worldwide, and been responsible for managing global offices.

Bart holds a Bachelors degree graduating with a 4.0 GPA in Accounting, Computer Information Systems, and Business Management majors and Magna Cum Laude from the University of Tampa. He also holds a Master’s degree in Business Administration from the Simon School at the University of Rochester with concentrations in Finance, Accounting, and Computer Information Systems. Timothy O. Milbrath, Colonel USAF, Retired (Tim)
Executive Vice President

Colonel Timothy O. Milbrath, United States Air Force (Retired), is a decorated career military officer, and successful businessman. His career military experience includes directly serving three (3) consecutive United States Presidents. His worldwide acumen reaches to the highest levels of heads of state, royal families, and the top corporate leaders. A highly accomplished Senior Business Development professional with over twenty years of success within the public and private sectors. Specific expertise in client development, general management, budgeting, and strategic planning. Proven ability to effectively network, and establish high level relationships within the international diplomatic community. Adept negotiator with an impressive record of developing new profitable business partnerships. Alan B. McCain
Senior Director

Alan B. McCain in his role as Senior Director of NobleOutReach is responsible for the investment review process for new and ongoing projects and supports the overall business, financial and operations functions of the firm. He has over 28 years of skills in the federal, local government, commercial and non-profit environments. Mr. McCain has significant program, project and financial experience in policy and procedure development, assessing regulatory compliance, performing operational reviews managing data and financial accounting systems implementations, defining IT system and functional requirements, and developing and implementation of organization-wide transitions strategies/plans. Mr. McCain was a lead financial consultant supporting these agencies and their components with KPMG and PricewaterhouseCoopers LLP.

Mr. McCain has served as a US Navy Supply Corps Officer and in aviation in the US Air Force. His military background provided him practical operational expertise in worldwide logistics and support and in international business operations. His assignments included logistics support as Office-in-Charge US Naval Administrative Unit, White House Military Office, two Naval sea service tours and an international position in budget and warehouse operations management in Naples, Italy.

Mr. McCain is a graduate of the Executive MBA Program at George Washington University in Washington, DC. He holds an undergraduate degree from National University of San Diego and has attended the US Navy Supply Corps Officers School. Mr. McCain is a retired US Navy Officer and has served as an enlisted technician in the US Air Force. During his tours of duty he was awarded the Defense Meritorious Service Medal, the Navy and the Air Force Commendation Medals. He is a Certified Defense Financial Manager (CDFM) and a member of the American Society of Military Comptrollers (ASMC) and the Association of Government Accountants (AGA).
